Western Oregon Plan
Revisions
The U.S. Bureau of Land
Management is presently revising six Districts' Resource Management Plans as
a result of a lawsuit and settlement agreement. The plans cover over 2.5
million acres of public forest lands. Daylight Decisions, working under
agreement with the U.S. Institute for Environmental Conflict Resolution,
designed and is presently implementing the public outreach strategy for the
Plan Revisions. From its inception the project design has been
collaborative, with BLM, its cooperating agencies, and the public.
Daylight Decisions is
stretching the bounds of traditional public commenting through innovative
web tools. These tools are currently being tested by the public before
official release of the revised Resource Management Plans and draft
Environmental Impact Statement. This approach allows us to utilize the real
world insight of people that are affected by the Plan Revisions to improve
the web tools for the official public comment period (summer 2007).

Carie Fox, Team Lead
Mediator/Facilitator, Daylight Decisions Co-Founder
Carie is a former soil
scientist and lawyer, she now has a private mediation and facilitation
practice, Fox Mediation, based in Portland, Oregon. Carie specialize in public policy
work—usually large, complex, multi-party issues. She also mediates workplace
disputes. She teaches a graduate-level class at Portland State University
and give workshops around the country on such topics as collaborative
negotiation, humor in conflict resolution, and decision science.
Keri Green
Mediator/Facilitator
Keri’s calling found
her in 1981 and since then she has been bringing her expertise in
facilitation and mediation to groups far and near. Her special qualities
include making visible what, without her, might perhaps never have been
seen. She brings humor, calm, and a roll-up your sleeves approach to
bringing people and interests together.
Jon Lange
Mediator/Facilitator
Jon a is Professor of
Communication at Southern Oregon University, where he has taught and
researched issues related to facilitation, mediation, conflict management
and organizational communication for over 25 years. During that time, he has
also consulted with hundreds of groups and organizations in both the public
and private sector, assisting with facilitation and mediation, particularly
in the environmental and health care arenas. Jon is on the practitioner
roster of the U.S. Institute of Environmental Conflict Resolution.
Dana Lucero
User Interface Lead, Daylight Decisions
Co-Founder
Dana has worked
extensively with both end-users and decision support tool developers,
developing a nationally recognized program for the state of Wisconsin. There
she developed educational materials and conducted training on Internet tools
for planning, conservation, and environmental protection. She specializes in
assessing the end-user experience and crafting intuitive interfaces.
Brian Muller
Map Tools Lead
Brian is an assistant
professor of planning and design at the University of Colorado, Denver. He
received his BA from Yale University and MPA at the University of Texas. His
research includes land use modeling, geographic information systems,
agricultural/open space land preservation and regional economic development.
He teaches geographic information systems, natural resources planning and
management, environmental impact assessment, and planning methodologies.
Philip Murphy
Decision Tools and Web
Lead, Daylight Decisions
Co-Founder
Philip is the CEO of
InfoHarvest, Inc. which he co-founded in November 1995. He architected,
designed and provided all decision analysis algorithms for the flagship
decision analysis tool, Criterium DecisionPlus. Prior to founding
InfoHarvest, Philip spent seven years in systems planning and software
consulting and programming in both domestic and foreign markets. His areas
of technical expertise include, decision analysis, systems design and
implementation, neural net systems, expert systems, database, graphical user
interface design, image processing, video-based multimedia, and computer
simulation.
Gregg Walker
Mediator/Facilitator
Greg is professor of Speech Communication, Forest Resources, Oceanic and
Atmospheric Sciences, and Applied Anthropology at Oregon State
University. On campus, he teaches courses in conflict management, bargaining
and negotiation, mediation, international negotiation, natural resources
decision making, and argumentation. Off campus, Gregg conducts training
programs on collaborative decision making, designs collaborative public
participation processes, facilitates collaborative learning community
workshops about natural resource and environmental policy issues, and
researches community-level collaborative governance efforts.
